An orphan or a child left without parental care has the right to request a lump-sum allowance in the social service of the local government after the end of out-of-family care (reaching the age of age) in the foster family or in the guardian: 1) for the commencement of an independent life; 2) for the purchase of household objects and soft inventory. 2. An orphan and a child who has reached the age of an apartment (housing) benefits shall be granted and paid from the day when the child has reached the age of age until the age of 24 (twenty-four). The allowance shall be paid by the local government, which the Orphan's Court has taken a decision regarding out-of-family care. 3. An orphan or a child who is left without parental care has the right to request a allowance in the social service of the local government for the coverage of monthly expenses, if he or she succeeds.

Process description

  1. Service requests
    A child who has reached age for claiming a benefit shall submit an application to the Social Service of Jekabpils county.
    For requesting an allowance for an apartment (housing), a copy of the payment documents related to the use of the apartment (housing) (invoices, receipts, payment orders, etc.) related to the previous three calendar months must be submitted, presenting the originals and presenting the rental, sub-rental or lending contract of the apartment (housing).
    For claiming benefits for monthly expenditure, a statement of the educational establishment must be submitted with an indication of compliance.

  2. Service Processing
    The local government shall grant a lump-sum allowance of EUR 500.00 for the purchase of household objects and soft inventory and for the commencement of an independent life of a child who has reached legal age in the amount of social security benefits specified in the State after the termination of out-of-family care, if the decision regarding out-of-family care has been taken by the Jekabpils Orphan's Court.
    The allowance for monthly expenses, within the amount of the social security allowance specified in one country, shall be granted to a child who has reached legal age who continues training in a general or vocational education institution or continues studies in an institution of higher education or college and shall successfully undertake an educational or study programme.
    An allowance for an apartment (housing) shall be granted to a child who has reached legal age, who does not live in a social house or apartment, which has been granted the status of a social apartment and does not receive an apartment allowance specified in the Social Services and Social Assistance Law.
    The maximum amount of the allowance for housing (housing) per month is EUR 35 and for the heating period (October to April) for apartment (housing) with district heating EUR 80, with wood heating EUR 60.

  3. Receipt of services
    The allowance shall be credited to the current account of the credit institution specified in the application, or paid to the Jekabpils Social Service cash.
